- A small task force was appointed for each of the four perspectives
- A coordinating group includes the task force chairs, the AUL for Organizational Development, the Deputy University Librarian, and the MIS Director
- Consultation with staff, managers, and administrators

- Clarify the Library's strategic objectives
- Propose 4-6 measures in its perspective
- Analyze the options for collecting data
- Devise a target for each measure
